Foxface Eye's is x3 times the sizes? popeye?

What could cause this, over the past two weeks I've done 60% water change and water quality has only been improving, fish were in perfect health, eating and fat, I'm trying not to scare him

any idea what could be causing this in an established aqarium?
I've only introduced two new fish after 7 months of not adding anything
one is sump and one in main tank, idk if that could cause this somehow
eye has going double the size since yesterday
this has only been happening for two days this fish is getting much worse

this is yesterday, when i got back from work it looked like this
the foxface only fights sometimes with a bristletooth tang which is half his size but it never looks too aggressive

Popeye is typically going to be the result of an injury to the eye - usually getting infected.
You can monitor to see if it goes down on its own. If you have a hospital tank, move it there to treat with maracyn or kanamycin (maracyn is better for this).

okay so I've got 25 gallons of water I can use to add to a quarantine tank, or I can do a water change again on this one to improve the quality of his one, he's not eating, but he's been eating healthy and fat since day 1 so idk if it's something to worry about , for maracyin, is maracyn oxy the same thing? and should i add it to the display or the hospital?
i don't have any worms/critters other than some snails and 1 shrimp which I don't mind losing if it cures this fish
