Frag tank setup help

I am wanting to setup a frag tank. What are the minimum needs?

I have a 2 bulb t5 light. I have a couple power heads.

Do I need filtration?
Do I need a skimmer?
Would a HOB filter be enough?
Do I need live rock or sand?
Is water changes enough?
Any livestock needs?

Looking for a small setup. Maybe a 10-20 gallon tank.

If you can plumb the frag tank to your main tank then you would only need light and waterflow. The amount of light and waterflow depends on what kind of coral you ate going to keep in the frag tank.
