Frog fish are a type of angler fish, in that they have a lure on the end of a specialized first dorsal spine,..however I think the term "angler-fish is a general term given to any fish with with a lure,.i.e. all the strange deep water angler's and variations there of.

In my opinion and experience a Frog fish would be considered a type of shallow water angler fish, there are many different species, and with each species, a different size and shape of the lure itself.

get a hold of zach @ lucid corals... he'll get you what you want

make sure you have a plan/setup in place for providing him live food 2-3x a week, possibly for the rest of his life since he may never accept frozen foods
