Quick question. I put my frogspawn in my tank 2 days ago. I have noticed that sometimes he is fully extended and sometimes the polyps are shorter and dont flow around as much. Is this normal? will it change behaviors based on time of day? I have it in a pretty high flow area.
Also, how long do these take to grow/get bigger? right now he is pretty small.

My frogspawn extends more in low flow. Try moving it to less flow and see if it will open up more. Growth rates will vary from tank to tank so there's really no way of knowing how fast it will grow in your tank but frogspawn is considered to be one the faster growing LPS.

Agreed, with ritter6788, I would try moving it to a low/lower flow area than you have it in now. Frogspawn do seem to extend and contract depending on time of day (indicated by your light schedule). During the day it should extend out, and in the evenings it will retract.
