Fuzz On New Rock

Set up a new tank and bought some figi live rock. All was well until I woke up one morning to a tank with rust color blooming on the rock. A few days later it kept getting worse and now there is fuzz growing on the rock. The tank has been up for about a month now with no livestock. I have had a tank before so know what algae looks like, this is something I've never seen before. Any advice from people that know what it might be or have dealt with it before?

It's a 75 gallon tank and it has about average movement.
 
What does that mean? I also looked the bacteria up and u don't think that is what it is. Do you have any experience with this bacteria that could confirm that's what it is?
