I am debating running GFO and Carbon in my Dual reactor. Is this needed in a new tank? Is it over kill?

Going to be Running carbon and a skimmer
No need for GFO. A new tank will have unstable parameters for a while and the last thing you want to do is strip it of nutrients. Bad things happen with 0 phosphates.

There’s no way I would run GFO on a new tank. I’ve tried in the past and it was the work tank start up that I’ve ever had.

GFO removes phosphate when you want to bring the level down.Do you need to bring the level down?

Carbon can remove color from water. Do you have yellowish water or have a concern that the amount of dissolved organic material needs reducing?

Really no need for any reactor at this stage...

There is not even water in the tank at this stage, i figured carbon would help clean up the mess from the sand and rock dust and just have always run carbon. Should i not be running carbon 24-7?

No. Use a fluctuant or a micron filter to remove the "dust".

New systems without livestock need no filtration. Sand dust is removed through settling and mechanical filtration, like a filter sock. When you decide it is time for GAC, 24/7 is the way to run it.
