I'm interested in keeping a tank with multiple separate "islands" of rock with multiple pairs of gobies with shrimp. Is this Possible? All my research says they are peaceful towards one another.

The gobies will be fine, as long as they each have a territory. Multiple pistol shrimp may fight. Plan on 1 shrimp for every 2 feet of tank foot print.

2 pistol shrimp will be work, and depending on the layout one more can fit, but beyond that and your risking some serious pistol shrimp fights.
