History: the gf bought a goby at petco under the assumption it was a sleeper blue dot (she knew I wanted a sand sifter) turns out it is a yellow watchman goby. He has been shy for the first 7 days only coming out to grab food. Does not sift sand so I had a botched order at the LFS and got a yellow head sleeper as a conciliation prize. As soon as I added him to the tank the watchman started bullying everyone! Even an emerald crab.

I have never had gobies before and all my research said these two should get along and that watchman ignore non gobies if they do get territorial. Is this normal? He's pushing all the fish to one side of the tank.

Yellow watchman gobies can be very mean. This is especially true when it comes to fish that inhabit similar territory as them.
