Not sure where this came from or how it go where it is....They are about 1/4" in size...What are they?

Coral. Prob a Kenya tree

Definitely a soft/octocoral. Could also be a Klyxum/Colt Coral. Of note is that it will probably get much larger with the potential to become invasive.

I do have a Colt Coral in a corner near where these showed up....they are on a small rock that can be moved or removed entirely
 
They look a little like pulsating xenia's
