I've heard that chromis are notorious for picking off one of the pack, usually the weakest, but I suspect that this chromis may be the victim of my emerald crab or coral banded shrimp. Anyone have a fish last long after missing a fin like this?

Nope. But if you have another Chromis in there, I would not have put it past him to do this. The do the fin nip chase. Usually the other guy jumps outta the tank.

Only way to survive would be a antibiotic and singling him in a tank where no one can pester him. Also that chromis would have to e caught sleeping for a emerald crab to do it. Coral banded possibly.
