Green hair algae on SPS

some thin GHA has grown on top of one of my SPS and I can tell it's losing flesh in areas where it's smothering it.

What's the best way to remove it so I don't lose the small frag? It's only about 1"..

it very likely it the sps is losing flesh and the algae is growing on the bone. algae usually doesn't grow on flesh.
try a revive dip or peroxide and tank water. 10 to 1 peroxide. however if the coral is not well it may just end it.
What kind of sps?

Sounds like you have a water quality issue. What are your parms? alkalinity may be the culprit.
Best way to fix issue is to resolve water quality issue and then cut blemish off. The coral will heal itself.
If it takes you some time to get water quality under control, you can lightly brush off with a tooth brush.
