Looks perfectly savable to me. I've had an orange hammer go from looking good to way worse than that after putting some TBS rubble rock into the frag tank. Turns out a gorilla crab was harassing it at night. After spearing that the hammer came back good as new.

If you received it that way and everything is doing well in your tank then all it needs is time. Don't mess with it too much. Doesn't look like it, but look for vermetids on the base--they can irritate and keep it from opening up fully.

Stability is key.

Nice for someone that thinks the same as me that it is salvageable .....in not messing with it at all ..just moved it to sandbed in low flow .and just left it .. I will have a look tonight.. but one thing I have noticed at night . It has they's funny hairs that are on the skeleton. Hang in there, it’s not gone. About 2 years ago a local reefer asked if I wanted a torch of his that was on the verge of death and see if I could save it. No foesh band and looked way worse than yours ( other than no flesh band that is a concern, yours looks pretty good). That was over two years ago and it is big fat and happy. Keep parameters stable, moderate flow and light. I find that my torches, frogspawn and hammers thrive with higher magnesium. 1400 or a little higher, I have to dose to keep it there.

Looks like spionid worms. They shouldn't bother the torch unless they have burrowed into the body. Some folks say they bore into SPS but I imagine there are many different species. The ones I've had never seemed to be an issue. Don't know much about them though.

I was always happy when those two little antennae came out of the tube instead of mucus from a vermetid snail.

If you are worried you can scrape them off with a knife and see if they come back. If they are just on the surface scraping should remove.

If the torch is opening up more each day then I suspect it's not a real issue.
