Hang on Overflow vs Pump Size

So, is it better to get a larger overflow than your pump can handle or a larger pump and dial it down using a gate valve?

Looking at setting up a sump for my 20gal so I can relocate all the stuff hanging on the tank itself and I already have a Mag5 on the way which I figure would be plenty of turnover for the tank, but would it be better to run the 300 gph cpr overflow and restrict flow from the pump using a gate valve or run a 800 gph overflow and just let her fly?
