Health issue with fish

Hi there. New to the forum. Been reefing for about 7 years. I started a new tank June 3rd and am following the BRS 4 month hybrid cycle to the tee. Tank finished cycling a month ago. Water chemistry is within good parameters. Used dry rock, live sand so no pests introduced. I added my first fish to the tank. 2 clowns and a Bella goby. Goby has this inflamed area on its side with small white "strings" I'll call them. It's eating well. I did see it rubbing on the sand bed a bit yesterday. Can't tell what they are. Anyone seen this? Suggestions please.

It will help if you use white lights when you photograph the fish.
