[HELP] ATI Fixture Having Issues

I arrived home and went to my tank to only see 2 bulbs on. So I removed the bulbs and started to alternate them around. Some fired on while 2 didn't. So I tested those bulbs and those work. Some of the bulbs would ALMOST fire and make a beeping sound on some of the alternating I did. Here is a video below. Anyone have an answer for my issue?

I bought the fixture on Sept. 25, 2014.

are the two bulbs on the same power cord? if so then its a bad ballast or relay.
