Is this aptasia? recently got this toadstool in my LFS but started noticing something growing on the frag

Definitely aptasia. I'd remove the frag and get rid of the aptasia fully before putting back into the tank. Make sure there's nothing left behind.

Usually for ones that small you can scrape them off with your fingernails or a dental tool, anything to get as much of it off as you can. From the photo you posted you can see 4 of them. Just make sure to double check that you get all of them off otherwise they will spread in the tank from even a single specimen. If you notice others popping up in the tank you can add in some peppermint shrimp to get rid of them. Good luck!
