Help identify this please

Can anyone tell me what this is. It looks orange under blue light. It peals off almost like a thin piece of paper or skin. It has clear bubbles mostly on top but some seem to be under it. Could it be Cyano? It’s definitely not bubble algae. I did have a problem with no nitrate and kinda high phosphate 0.12 but I fixed that about 3 weeks ago.
