Help with a refugium

Hello

I am a new hobbyist and am somewhat handy, but not an expert by any means. I have a 28 gallon JBJ intermediate (LED). I currently have an inline uv sterilizer (not turned on yet) and an aquamaxx HOB-1 skimmer I have had running for about 2 weeks. My tank has finished cycling and as I go to add more stock, I am always looking for ways to reduce nitrates. I want to add a refugium to my system and would rather keep it cost effective.

GOAL

1) To grow Cheetomorph or some other type of plant/algea that reduces nitrates/nitrites.
2) secondarily to grow amphipods or copepods for my fish.

QUESTION: I heard of the CPR Aquafuge2 as an alternative, but it requires 13". With my system the way it is(pictured), I only have about 9". Any suggestions on making it work or on adding a refugium a different way?

a refugium will be a very cool addition to this or any project. But please keep your expectations reasonable. A small Hang on back fuge will add to the biodiversity in the tanks a nd create a place for pods to propigate in safety but nitrate reduction will be very minimal in relation to overall water volume
