Do anybody know a good person who set up tanks in the DMV area for a decent price ?

You should go on local club form WAMAS. There are people there that can help you set up your tank. I live in Manassas and could help. If you want to go with a professional I would call Zack at capital aquarium. http://capitalaquarium.com/
