Any of the stonogobiops (and most amblyeliotris) shrimp gobies will do great in that size tank. They may swim around from time to time, but most of their behavior is perching in front of their cave or hovering in the water column.

You should be alright, the majority of gobies will fit in this sized tank. Some will swim more than others (Cryptocentrus and Valenciennes are just two genera that swim more and get larger than others).
