Not high end by any means, but I once had a lantern basslet, and he was super cool and unique. Perfect for a small tank. I agree on skipping the clowns, even if 'designer.'

Not high end per se but Pink Streak wrasse or Possum Wrasse would be nice peaceful additions. And they’d eat (small) pests too.
Pearly Jawfish would be good if you have a decently deep sandbed.

Court Jester or its cousin the Hectors Goby are good as well

Greissenger Gobies aren't at the top of your list??? I've kept one in a 2.5 gallon tank and never once had to feed him directly. They eat pods but not anywhere close to as many as mandarins so all it takes is a little dose of phyto nightly to maintain the pod population. They're incredible to see flick their fins back and forth and scoot around when they venture out of hiding!
And they certainly meet your criteria of rare. They come from one island in the Philippines. They aren't nearly as expensive here, but I've known people who have told me they've seen them go for $100 or a little more in the US!

Another one that's incredibly rare in the hobby is the white cap gobies. We only had a few come through on the first batch but we are working on making this species more readily available. From the wild they typically go for $400-600/each.

I second the swissguard (or a swales) basslet. They are very cool. Not too expensive either.

Does the fish have to be "high end"? I'd say just get the fish you really like even if they are cheaper.

Uodate: finished the stocking plan. Planning on these fish (keep in mind I also decided to upgrade the tank to the WaterBox AIO 35g instead of the Reef Casa)

Helfrichi firefish
Yasha goby
Blue dot jawfish
Gold assessor
Black comb tooth blenny (not high end, just need an herbivore)
Two designer clowns

Nice selections. Though don’t forget the Blue Dot Jaw likes cooler temps over the long haul. Like 68-72.
