HOB skimmer question

Good morning everyone! So I have a question. I have a fairly new (less than a year old) Reef Octo classic 2000 HOB skimmer, and I really love it. BUT, about 75% of the time when I unplug it for whatever reason, when plugged back in, the pump is in like a limp mode. IT runs, but doesn't have enough power to actually run the skimmer. barely produces bubbles. I mess around with it for a few, unplug, plug in, many times, add water, block air intake, and eventually I get it running again. I got tired of doing this, so I purchased a new pump for it thinking maybe that was the problem. Last night I plugged it back in after a W/C, and it did it again. So I just changed it out with the brand new pump, and same thing. I finally got it running this morning. I have emailed Reef Octo twice now about this to no avail. So I thought I would reach out here, to see if anyone else has the same skimmer/problem. And if so, what is the solution? It really is a great skimmer, except for this problem.
 
No help other than to say maybe you'll still hear from support. I was told last week that they were out of the office until Monday (yesterday) so they probably have a back log to go through. I'm waiting to hear back in regards to an order error.
Okay, fingers crossed, we will see. Yesterday was the second time I emailed them. THe first time was several months ago when this first started happening, but I never heard back.
