I’m working on a 29 gallon reef tank with a 20 gallon sump below. I’m planning on buying a timer for my grow light for the refuge but I’m thinking if I need any other timers. I purchased a reactor for the sump and was planning on using activated carbon pellets. Should carbon be run 24/7 or certain hours or certain days? Any advice is welcome. Thank you!

Id run the carbon anytime your running the skimmer (i.e. all the time, unless dosing something special or coral amino/foods)

I only run filter carbon when needed (when water color is turning yellow, or if something bad happens in the tank). Typically for a couple of days about every 3 months. Anything more is a waste IMO (not to mention possibly removing desirable elements from the water).

Timer no... heck I don't even use a reactor, just a mesh bag in the media section of the sump.

I do water change once a month. I run carbon after the first 2 weeks when water starts to get yellow and ugly for about 4-5 day, the next water will take care of whatever from the last 2 weeks.
