Is there a way to setup the brs universal Co2 scrubber without having a skimmer if so how

I would use an air pump to supply it and have the output either bubbling in the DT or sump/refugium. An alternate (and simpler?) solution would be to have the air pump outside (protected by rain).

Okay so put an air pump outside and connect that to the scrubber? Why not air pump inside

CO2 scrubbers can be a valuable tool for reefers who struggle with low or unstable pH due to high ambient CO2 levels. By removing this excess CO2, it helps create a more stable and optimal environment for the long-term health and vibrant growth of the reef ecosystem. However, it's important to note that a CO2 scrubber would not be necessary if the air intake for the protein skimmer (or other air-drawing device) is located outside the enclosed living space, where ambient CO2 levels are typically much lower and closer to natural atmospheric levels.

Air pumps are often noisy.... you need to do some research to try and find one that is quiet, that is why many prefer them outside.
