Is it okay to simply wedge coral frags into natural holes in the live rock?

yes if you can do that without them falling out, I think that's the preferred method. That way you can remove them easily if desired. Just watch because you think they're in there and then they fall out randomly so you wind up putting a blob of superglue on it anyway.
