How to raise pH without raising alkalinity

Either the alk was consumed between when you dosed it and when you measured, or the amount of alk added was too small to reliably detect with your kit.

There is no additive that can ever boost pH and not alkalinity. It is chemically impossible.

The highest possible pH boost with the smallest alk added comes from hydroxide, such as kalkwasser or sodium hydroxide. It can boost pH by about 0.7 pH units when adding 1.4 dKH of alk.
