Take a sharp knife or scalpel and scrape the rock but don't bust it. And suck it out with a turkey baster if you have or a small cup but get it out intack.

Take the rock out if you can and scrape it off in case it pops. That stuff is awful and will plant itself everywhere if it pops in your tank. If it pops outside of the tank, rinse the rock thoroughly before putting it back in. Good luck!

Get yourself an insulin syringe and inject each bubble with a tiny amount of hydrogen peroxide. They will turn white, shrivel up and be gone in about 2 days. You can probably treat 6 bubbles or so with the .3ml the insulin syringe holds.

Probably better to start a new thread for a different issue. You'll probably get more responses.

Those white spots look like new growth
I like the idea of removing the rock to cut out the algae. I did that to a invasive Rock Anemeone, and while I cut it all off, I also destroyed a colony of Zoas. That was 6 months ago, and now the Zoa colony has fully grown back. Good luck
