Nah, I know it isn't a Scott's. I have one and he's my avatar. They do look very similar until you get to the back half.

My best guess would also be a Blue Sided/Bluehead Fairy. Here's a link, hope this helps.

I agree with blue head, C. Cyanopleura. Pretty common fish but comes from many places with a bunch of different variants in color. It's also one of the ones that tends to lose some color absent of females much like the Scott's.
