Star polyps the blue in the photo is bleeding together but that’s what they appear to be
 
If you can remove the rock then I'd do a good scrubbing and don't leave any tissue behind. If not I'm sure a kalk paste would do the trick. Fortunately I've never had to personally deal with them.
