Can someone please ID this blue encrusting piece with orange polyp? Some care and placement advice will also be appreciated. Thanks in advance!

Cyphastrea. As far as placement goes, put it wherever you want. That stuff will grow anywhere. I put some on an overflow before and it was covered up pretty quick.

This. Consider where you put it if you're placing it on your main rock work. I have some growing on mine and it's spread quite a bit over time. I will eventually have to place corals that will keep it in check or it will take over all the rock. Not unlike GSP.

Wow didn't know it can grow so aggressively! Thank you for the warning!

Meteor shower, I have 2 big peices, well big for me, 28g nano.... But I would not say it's a fast grower, I thought it needed light, lots of it, but I'm going to move some, cuz mine are green/orange, and would love to see it go blue
