Ideal SPS frag tank setup input

If you were going to set up large stand alone frag tanks how would you go about setting it up in your opinion... I've seen various types of setups but was curious what the best one would be for a SPS frag tank that isn't tied into a main tank.

In general would you go fishless, bare bottom, w or w/o skimmer, etc, etc... What do you feel would be the best route?

Same thing with what I said with the lps but probably no sand due to the fact that there needs to be a lot of flow.

Lots of tangs, wrasse. High flow. No sand. Some rock in sump, big skimmer
