Ideas for 16 Bio-cube?

I would love to hear some realistic suggestions of what a good fish for a 16 gallon Biocube might be. My intension is for it to primarily be a zoanthid garden tank and I upgraded the lighting on it DIY style with some 12" reefbrite bars.

I don't want anything that is going to:

a) Eat zoanthids
b) Dig constantly and bury zoanthids
c) Outgrow the tank quickly

So...what suggestions do you have?

Will it be the only fish?

Flame hawk and midas blenny need much more space. Most of the others look like they could work, especially as a single.

I have a similar project in mind, but I'm looking at options for lighting, can you explain the DIY process you plan to use please?
