Infill % for PETG printed part so it doesn't float

Those of you using PETG parts, are you just increasing the infill so it doesn't float, or are you poking holes in the hollow part? If the latter, I'm just concerned about stagnant water filling the printed part -- valid concern?
 
I've tried using 100% infill and it still floats. I eventually had to start using rocks to hold the darn things down, so I don't know that holes in the part is going to help.

I do 100% for anything submerged.
It should not take that much PETG density is about 1.27gm/cm^3 and seawater is 1.023gm/cm^3
