I want to add pseudocheilinus ocellatus, the mystery wrasse, to my 180g DT. But I also want shrimp. Is the best solution a separate shrimp and seahorse (so the shrimp are not lonely) tank?

You probably don't want to keep shrimp and seahorses together.
Shrimp are generally aggressive feeders, seahorses are ridiculously slow and shy feeders.
The seahorses might well not get enough to eat with that setup.
You can easily keep shrimp with nano fish like gobies, firefish, etc.
And lots of larger fish, such as tangs, also won't bother them at all.
