I am using my Apex to limit the time my chiller and chiller pump run. So if the tank gets to 82F the chiller and pump will turn on for 2hrs. At the end of the 2hrs the Apex will kill the power. The cycle will generally be 2hrs on and 4hrs off. Is it safe for chiller to just have power shut off while running?

If I was to let the chiller's internal T-stat control things I would have to have the chillers pump running 24/7 no matter if the chiller was on or off. This will also create more heat in the tank from the pump and more wear on the pump than necessary.

I have wondered same. My chiller uses a Ranco controller …. does the controller 'suffer' with frequent power on/off cycles?

Figuring out the why: Has your primary reason(s) for keeping a saltwater aquarium changed over time?
