Is my Cabbage Leather ok? It looks like it’s growing off the frag. Is this normal or anything to worry about?

Looks fine! Although I would try to lift it off the sand a bit, as these don't like sand. It's coarse and rough and irritating and it gets everywhere.

Maybe put that frag plug on a piece of rock?

It actually looks like it’s doing what softies often do, trying to move or spread. They’ll sometimes extend off the plug when they’re growing or looking for a better spot. Lifting it onto a rock frag or shelf will help avoid irritation from the sand and keep it happier long term. Nice fluorescence on it, by the way.
