Is my frogspawn ok?

Bought a frogspawn and it came like this. I've had it for 2-3 weeks now and this is as big as it gets. Is this normal and it just needs to grow out?

It's having a rough time. My brother in law keeps them very good and he is low light low flow

It will help us if you can tell us more about the tank..... the water parameters, tank age, type of lighting and flow, any other corals in the tank and how are they doing?
