Is my T5 fixture high enough?

I have a shallow frag tank, its 9" tall. I'm running a 4 bulb t5 fixture with ATI bulbs and i was wondering if my fixture is hanging at a proper level or is it too low. My frag rack sits 2" above the bottom, the water line to the bulbs is 13" in space. Is that enough considering that my tank is shallow?
 
Zoas are low lighting mostly. How wide is your tank?
What wattage are your bulbs?
 
I would honestly raise the level of the light to 18-24" and/or possible also add a layer of eggcrate over top of the tank to add a dappled effect which zoas should love and it will also limit the intensity of the lighting from the fixture.
 
I'm running a similar setup, but mine is 16" AWL. Frags are 6" BWL.

PAR is 100

Zoas are super happy
