Its mulm and detritus which can be easily siphoned but it also indicates a dead spot in your tank - an area that gets little to no water flow

Ohk. I have tried to remove it but failed.
You can use a python to suck it out with water changes but in the end as mentioned above you have very little flow in the area where it’s gathering which needs to be increased !

what size tank and what do you have running yo generate flow ?

Update: sand is looking some white but there is some detritus left. I am doing water changes and move some sand with the help of the rod daily. Some detritus has gotten under sand so i don't let it settle. There is some on my rocks also so may I leave them there ?
