Can't really tell from the photo but doesn't look like it. It looks like an algae on the skeleton? What kind of flow are you keeping it under? How long have you had it?

Had it for maybe 2 weeks i dipped it in the aquaforest dip when i first got it. I keep it near the bottom where flow is a lot less. Perhaps it is algae as i ripped some off and it does look like algae. All my other euphyllia is fine.

If it was brown jelly it would be a slime. Also there really isn't a treatment that has been proven that I know of.

Was the skeleton that exposed when you bought it?

Yep the skeleton was like that.
