Is this cyano?

Hi, question... is this cyano? Tank is just over a year old. But seeded with 4 year old live rock. Tank has just came out of a hair alge stage.

Ph daily average. 8.01 and peak of 8.15 daily
Phos .06
Nitrate 8.2
Alk 8.3
Cal 480
Mag 1480 (high)

Its the red orange on the rock scape. Its kinda dusty if you scrub with a brush.

Not obvious that cyanobacteria is growing. It typically presents a translucent film. I would never characterize it as powdery.
