Is this fin rot?

I noticed this patch of white spot at the tail of a Springeri Damsel a few days ago. Today it has a hole in the middle of it. Is this fin rot? What to do next? Thank you.

Aquarium Parameters:
Aquarium water volume - 150g
How long has the aquarium been established? - 6 months

Water quality (be sure to indicate what measurement units you are using, as well as the test kit brand)
Temperature - 78F
Alk - 8.7 dKH
pH - 8.2
Salinity / specific gravity - 1.026
Nitrate - 22.4
Phosphorus - .081

This is a tail bitten through aggression by anther tank mate and can be a clown, damsel as examples. As long as no further aggression, will heal on its own
