Is this normal Lawnmower Blenny behavior? The video was posted again in the comments below due to the first upload not working.

No, that's not flashing.

Flashing is when the fish starts from a few inches above the sand bed, and suddenly swims directly at the sand. The fish does a u-turn at the last second, so that it only grazes the sand with it's side.

A fish can also flash against the side of the tank, a rock, or anything else solid.
