Are these black dots normal coloration between my hippo tank‘s eyes and mouth or early HLLE He is fed with pellets Nori and three different frozen foods. Just never really paid much attention to this.

Those are normal. In some cases, the skin in that region will thin out and the area will become faded. That isn't HLLE though, it's something I call "epithelial thinning". I don't know the cause, but it is really common with this species. True HLLE will show up above and behind the eyes.

Yes these are normal markings.
