Looks like it. Does not look good. Never give up

You can try a coral dip and or an Iodine dip. Both is good.

Good Luck
DId a dip when I first put it into the tank. I'm wondering if using some plain dental floss to lightly secure the tissue to the skeleton to prevent it from lifting up in the current would possilbly help it re-adhere. Your thoughts?

dip it in iodine. just enough so that the water turns a dark yellow/light brown for a few minutes. then place back in tank is a low light low flow area and observe.

this could have happened due to parameter swings, or was injured and bacteria is now over taking it with an infection.

The original owner said that he blamed an emerald crab for picking at it all the time. I'm hoping if it's undisturbed for enough time it'll come back.

Go ahead and ask me why I'll never have crabs in a tank.

Just a quick update, I decided to take a chance and use dental floss to tie down the loose tissue to the skeleton hoping it would help it re-adhere.

After:

And while doing a little housekeeping, I saw this in the lower rear corner. Hopefully this is a 'bud' the colony let loose and it'll take hold and grow. Stay tuned...
