It looks like you have a setup for either a herbie overflow or a durso with an emergency drain, I think it was originally intended to be a herbie overflow.
I was reading you can put a small 3/8th hole in the cap at the top and that usually works.
Yeah, if I were in your shoes Id drill a hole in the top of the light grey one, just large enough for a short piece of airline tubing. Its easy, and you have an emergency drain in case something plugs your main drain.
