I made up a saturated solution of Kalkwasser (1 tsp to 16oz), stirred and shook, then let settle. I get a pH reading at 12.8. (The temp of the solution is about 65 degrees)

My kalkwasser solution for my ATO reads 12.3. (same temp)

My pH meter was recently calibrated with 7 and 10 solutions.

Is there a way to estimate the approx. concentration of my Kalkwasser with these measurements? (I.e 50%)

Yes, it is about 33% saturated.

Since pH is a logarithmic scale, each drop of 1 pH unit is a factor of 10 in hydroxide and each drop of 0.5 pH (12.8-12.3) units represents a drop of 67% in hydroxide concentration (potency).
