Can a leaf fish be housed with a Niger trigger and a dogface puffer?

I wouldn't, even if they don't bother it, the leaf will have trouble eating as they are slow eaters and generally need live food such as ghost shrimp until weened over to frozen.

Agreed with above. They aren't too difficult to get eating frozen, but even then are very slow moving, so unless they are hand fed, they won't do well with competitive fishes.
