What kind of licenses do I need to get to sell coral and fish at home and ship them through the mail??

To sell and ship corals as a hobbies requires no permits or paperwork. The only time anything of the sort would be needed is if you want to become a full blown business. This will require paperwork submitted to the government to start paying taxes and all that jazz.

I believe that Florida requires licenses even for hobbyist trades, though I don't think there is much enforcement at the hobbyist level.

It sounds like you'd like to go commercial, so business licenses and tax license for your jurisdiction, and proper insurance would be a start. You'd also want, at a minimum, separate bank accounts for ALL business transactions. Keep the cash flow clean and clear.
