Lighting Upgrade for 30CM cube

Since setting up my nano reef nearly 8 months ago I have been running a ReefBreeders Pico v2 on my 30cm cube. While my corals are healthy and show good color, they aren't really growing. I have my lighting on max output and about a month ago moved it 2 inches closer to the surface (approx 5 inches from surface after adjustment). The LED is only 12w but based on it's specs and spread it was supposed to be appropriate even for SPS in a 12x12 area. And yet, as you can see from my zoas in the pic at the bottom, which are nearest to the surface of all my corals (some only 1 inch away from the surface), they are still reaching for light. My Kenya tree looks the same as when I bought it back in May. It took almost as long for my Rasta polyps to go from 4 to 7 heads. It has taken that long for my Duncan to even start growing a single polyp. I was also dosing Aquavitro Fuel twice a week for a while but have since stopped since I was seeing no results.

My water parameters from my last test at the end of August are as follows:
Nitrate - 10.2ppm
Phosphate - 0.13ppm
Mg - 1275ppm
dKH - 10.9
Ca - 430ppm
Salinity - 1.026

At this point I think my lighting is the issue, it just isn't strong enough for corals to thrive. Can you recommend a light for a 7 gallon cube that won't break the bank?

Nicrew's NavaReef 65 perhaps? It's on sale for $99 on amazon. You'll probably want to add the 5 channel controller for $49 too.
